Action against Toll-looters

Distressing road tax extortion was in practice in Maharashtra due to the vicious racketeering of corrupt politicians, some administrative officers, and contractors. Maharashtra Navnirman Sena is not against road tax. But the objection was about where the fund from tax collection goes, why don’t the citizens get roads that are hole-free and with quality standards, and why the cash deal isn’t made transparent by utilising a new technology. All the benefits of ‘road tax scheme’ like the distance between two toll collection centres, workers in uniform dress throughout the length of the road, polite behaviour with the people, boards for displaying the amount of daily toll collection, inspectors, police, help and complaint booths, and public toilets, etc. were being thrashed. A toll-loot was being exercised by erecting unauthorised toll collection centres, and yet political party in Maharashtra was prepared to raise voice against it. Therefore MNS President Raj saheb Thackeray called for a movement against this toll-loot.

| Toll Agitation

Maharashtra (Navnirman Sena) warriors destroyed unauthorised toll centres. The MNS activists spent days in standing by the toll centres with dubious collection records and prepared surveys of traffic and toll collection. That brought the muddled business of the toll collection companies to light. Reports based on all of this data were published in media.

As soon as the action gained people’s support, Shri. Raj Saheb Thackeray made an appeal that’ unless the unauthorised toll centres are closed and until they bring transparency in tax collection; no one should pay road taxes’; and it initiated a non-cooperation movement. Maharashtra (Navnirman Sena) warriors rendered fierce protests at some toll centres where the private tax collection companies resorted to using force. Raj saheb organised an open rally in Pune in which he clarified the views on the road tax issue, and called for a state-wide agitation by means of road-blocking. Of course, the transport of essential goods and emergencies was eliminated from this in order to avoid troubles to the common citizens. The ‘road blocking’ movement was triggered on 12 February 2014. Raj saheb himself led this action from the front. The tide of movement spread across the state, and the government invited us for a discussion to crack a solution on the road tax issue and avoid public outrage. Raj saheb accepted it. Raj saheb included experts in a road tax matter and chief editors of many news channels in the panel on behalf of Maharashtra Navnirman Sena for this meeting. The panel put forth chief demands as ‘Any road project that shows surplus amount from road tax collection adding profit, the tax collection at such places shall be stopped, and the unauthorised toll centres must be closed. New technology shall be implemented in road tax collection.’

The government responded positively, and in due time the then Public Works Minister announced in the assembly that ’65 toll centres in Maharashtra are being closed’. This was the victory of the movement launched by Maharashtra Navnirman Sena. In order to bring maximum transparency in road tax collection, Maharashtra Navnirman Sena presented a new pro-civilian road tax strategy through Maharashtra Development Plan by studying the schemes introduced so far and finding flaws in them.

Struggle for pothole-free roads

MNS President Shri. Raj Saheb Thackeray had expressed resentment in the very first public meeting of the Maharashtra Navnirmna Sena on 19 March 2006 about the poor quality road construction work by the corrupt contractors. How is it that these contractors are awarded projects worth billions of rupees for building roads in the state and cities, and yet the same roads develop potholes within a few months? And on top of that, tenders of hundreds of millions are drawn for urgently patching up of the potholes. It was and even now is necessary to demolish this entire corrupt system.

Soon after the founding of the party, Maharashtra (Navnirman Sena) warriors began protests in various cities for hole-free roads. Contractors and Administrative officers were made answerable. Maharashtra Navnirman Sena brought this entire corrupt system to its knees with aggressive and innovative actions. When Raj saheb himself discussed the contract system and quality standards with many officials of reputable global companies, a shocking truth came to light. The mutually beneficial relationship between some elements in the corrupt administrative establishment and contractors, the standards are drafted in such a manner that these corrupt dealers alone will win the contracts and the global companies and those providing quality work would be driven out of the competition.

Maharashtra Navnriman Sena had a group of 28 corporators in Mumbai Municipal Corporation during the five-year period of 2012 to 2017. The then MNS corporator and group-leader Shri. Sandip Deshpande uncovered the whole corruption in the road work scandal. The corporator and group-leader Shri. Sandip Deshpande brought to people’s notice on behalf of the party the technical aspects through answers to questions about how contracts are awarded, why and how is poor quality material used once a contract is acquired, how only a select 6 or 7 contractors get road-building projects, how this corrupt system is nourished from within the administration, etc. In the meanwhile, the then corporators Shri Sandip Deshpande, Shri. Santosh Dhuri were arrested for holding an administrative officer responsible for the poor roads full of potholes. The assembly in the session had to take note of the protest conducted on the Panvel-Sheev (Sion) highway by the MNS New Mumbai City President Shri. Gajanan Kale and the Maharashtra (Navnirman Sena) warriors. The MNS District President in Thane Shri. Avinash Jadhav repeatedly raised questions about various roads in Thane, the District Chief of Maharashtra Navnirman Vidyarthi Sena’s Thane president Shri. Sandip Pachange conducted an effective protest by painting portraits of the Construction Minister on the potholes. Cases were filed against many Maharashtra Navnirman Sena warriors for this action, but the same promptness was not shown in taking action against any of the contractors and persons within the corrupt administrative system responsible for many indefensible deaths due to those potholes.

Roads in the areas where protests were carried out resulted in repairs, but the change is yet to be seen throughout the city. It requires strong willpower on the part of those in power. Such responsibility was displayed by Shri Raj saheb Thackeray in Nasik during Maharashtra Navnirman Sena’s regime. We not only gave hole-free roads in the city within just 5 years but also constructed 510 km of internal roads in the city. There is not a single charge of corruption on the Nasik Municipal Corporation between 2012 and 2017.

Callous Health Management

Whether it was the drug scandal in municipal clinics or indifferent administration in government hospitals, Maharashtra Navnirman Sena constantly brought to light the flaws in health care systems in metropolitan cities. Raj saheb insists on the government hospitals being well equipped.

A recent example is that of Wadia Hospital in Mumbai. If the government hospitals like Wadia that provide treatments at very equitable rates are closing down due to pending grants, where will the common public get treatment at affordable prices? Therefore, when Wadia Hospital was destined to close in want of grants, MNS leaders and Sau. Sharmila Raj Thackeray met with the Maharashtra Finance Minister; and funds worth Rupees 46 crore (460 million) were donated to the hospital by State Government and Mumbai Municipal Corporation.

Maharashtra Navnirman Sena has repeatedly insisted that it is the need of times for governments to pay attention to health management. Metro cities experienced that truth as the Corona pandemic arrived. The Corona virus spread rapidly across cities and because health systems were not efficient, citizens had to face severe torment.

Awareness about Town Planning

The government presented to the public ‘Proposed Development Plan 2014-2034 for Mumbai’. Mumbaikars received a surprise shock by looking at the provisions in it. A standpoint like ‘Enough of whatever damage had to happen to Mumbai, henceforth the opinion of citizens must find a place in the development of Mumbai; and for that, all of us must strongly oppose the flaws in Mumbai Development Plan’ was expressed by Amir Khan, Salman Khan, Farhan Akhtar, Ritesh Deshmukh, veteran screenwriter Salim Khan, veteran screenwriter, lyricist, and Rajyasabha MP Javed Akhtar as also from the Marathi film industry Sunil Barve, Upendra Limaye, Jitendra Joshi, Vandana Gupte, Kedar Shinde, Mahesh Manjrekar, Bharat Jadhav, Manva Naik, Kaushal Inamdar, entrepreneur Vitthal Kamat, and many senior journalists. The occasion was a forum organised by Raj saheb Thackeray to discuss Mumbai Development Plan.

Hon. Raj Saheb Thackeray had invited a forum in the Rangasharada auditorium in Mumbai because it was necessary to comprehend Mumbai’s Proposed Development Plan in order to find answers to questions like, ‘Will everyone be able to buy an affordable house in Mumbai? Will commuting between two spots in the city be comfortable, or will it be hard to walk on the streets? Will the forest in the middle of the city be preserved or will we not find a single tree in the next 20 years in the name of development? Etc’. This was an apolitical event. Renowned architect P. K. Das brought the flaws in the development to the front.

Wildlife photographer Nayan Khanolkar and his colleagues Rajesh Sanap and Zeeshan Mirza presented a list of the facts covered up by the government with the aim of getting the Metro Car-shed 3 in Aarey colony a clearance and acquire a loan from a Japanese bank named Jaica. After the presentation of these and the like factors, dignitaries and citizens present in the auditorium were stunned for a while. Everyone made a resolution before leaving that this must reach maximum people and that our Mumbai must become a beautiful city. Life here must be pleasant, and one shall breathe fresh air.

Following this, Maharashtra (Navnirman Sena) warriors spread awareness about the flaws in Mumbai Development Plan all over the city. Mumbaikars raised a strong resentment and finally, the Chief Minister ordered this plan to be trashed and newly designed by the Mumbai Municipal Corporation. Subsequently, Maharashtra (Navnirman Sena) warriors spread awareness in all cities like Thane, Pune, and Nasik about their respective city development plans. We helped the citizens grasp important factors in them with the help of experts, and created a platform for citizens to register suggestions and complaints.

Problems of Railway Commuters

MNS leader Shri. Amit Thackeray and his panel met with the General Manager of the Railways and awakened the otherwise lethargic and inert administration toward the problems of the railway commuters. He conveyed the grievances of Mumbaikars about many subjects ranging from irregular train schedules to sudden cancellation of trains, crowd management on platforms, and cleanliness to women’s safety.

As a result, staff of Railway Security Guards were positioned on platforms in Mumbai and adjacent places for crowd management. Also, the Railway administration made a decision to allow pregnant women to travel by compartments reserved for Divyang (specially-abled) commuters. This decision brought great relief to pregnant women.

Civic Issue and #MNSimpact

Half of Pune’s populace was suffering from the inadequate water supply. Maharashtra Navnirman Sena conducted ‘Indefinite Sit-in’ protests in the municipal corporation, enacted many innovative agitations, and practiced all sorts of licit approaches. But the administration was cold. Then MNS opened protests within the water supply department. Same with waste management… The waste matter problem had assumed goliath status in Pune and Sambhajinagar. Roads were lined on both sides with mounds of garbage. Soon, the scheme named ‘Zero Waste: Processing the Garbage within its Ward’ implemented by Shri Vasant More and Shri Rajendra Wagaskar in their own respective wards became the talk of the town.

शिक्षक आंदोलन

आझाद मैदानात आलेले हजारो शिक्षक त्यांच्या मागण्यांसाठी दोन आठवडे आंदोलन करत होते. आंदोलकांच्या भावना इतक्या तीव्र होत्या की त्यांनी आत्मदहनाचा इशारा दिला होता. तडक मनसे नेते अमित ठाकरे आंदोलनस्थळी पोहचले. आंदोलकांशी संवाद साधला. “प्रश्न मार्गी लागेपर्यंत महाराष्ट्र नवनिर्माण सेना तुमच्या पाठीशी ठाम उभी आहे अशी ग्वाही आंदोलकांना दिली.” त्यानंतर तातडीने राज्याच्या शालेय शिक्षण मंत्री प्रा. वर्षाताई गायकवाड ह्यांची भेट घेतली. शिक्षण मंत्र्यांनी प्रश्न सोडविण्याचं आश्वस्त केलं.

| ३३ हजार १५४ शिक्षकांच्या वाढीव वेतनाचा प्रश्न मार्गी लागला

अखेर आता ३३ हजार १५४ शिक्षकांची अनेक वर्षांपासूनची प्रलंबित मागणी मान्य झाली. शिक्षकांच्या २० टक्के वाढीव अनुदानाचा मार्ग मोकळा झाला. शासन निर्णयानुसार, ‘घोषित’ शाळांना २० टक्के अनुदान आणि २० टक्के अनुदानित शिक्षकांना ४० टक्के अनुदान! म्हणजेच, ज्या शिक्षकांना आजपर्यंत ‘शासकीय वेतन’ मिळत नव्हतं, त्यांना यापुढे १०-११ हजार रुपये मासिक वेतन सुरू होणार आणि ज्या शिक्षकांना आधीपासून सुमारे १०-११ हजार रुपये मासिक ‘शासकीय वेतन’ मिळत होतं, त्यांना आता २०-२२ हजार रुपये मासिक वेतन मिळणार.
